WILMINGTON — Governor Matt Meyer has nominated Judge Monica A. Horton to serve on the New Castle County Superior Court, citing her broad legal background, public service experience, and judicial leadership.

WILMINGTON — Governor Matt Meyer has nominated Judge Monica A. Horton to serve on the New Castle County Superior Court, referencing her broad legal background, public service experience, and judicial leadership.

“Judge Horton brings a wealth of professional knowledge and a steadfast dedication to impartiality and fairness,” Meyer said in a statement. “Monica has consistently demonstrated intelligence, integrity, and compassion. She brings a balanced perspective, deep understanding of both civil and criminal matters, and unwavering commitment to justice make her exceptionally qualified for the Superior Court.”

A graduate of the University of Delaware, Horton earned degrees in biology and nursing before working as a labor and delivery nurse at ChristianaCare. She later attended Temple University Beasley School of Law, graduating in 2007, and served as Associate Editor of the Temple International & Comparative Law Journal.

Horton began her legal career clerking for judges in Delaware’s Family Court, where she gained early experience in judicial proceedings. She later focused on medical malpractice defense in private practice.

In 2013, Horton joined the New Castle County Office of Law, where she handled civil litigation and workers’ compensation cases while continuing to work part-time as a nurse. She later moved to the Delaware Department of Justice, where she served as general counsel to the Division of Medicaid and Medical Assistance and led the Health Law Unit in the Civil Division. Her work included drafting legislation, advising on HIPAA compliance, and managing a team of Deputy Attorneys General.

Horton currently serves on the Delaware Court of Common Pleas, where she has presided over both criminal and civil matters since 2020.

Her nomination to the Superior Court will require confirmation by the Delaware State Senate.
