Sussex County has named Andrew D. Harton as its new Economic Development Director, succeeding longtime director William “Bill” Pfaff, who is set to retire at the end of the month.
County Administrator Todd F. Lawson announced the leadership transition on Tuesday, highlighting Harton’s promotion from within the department. Harton joined the County in February as economic development manager, working closely with Pfaff during his tenure.
“We are excited to have Andrew on the team and take this new role,” Lawson said. “He has his finger on the pulse in the business community, and we are confident he will build on the momentum Bill has established over the years to keep our local economy vibrant and growing.”
Harton brings a diverse background to the position, having previously worked in the craft beer industry in Delaware’s beach area before moving into state-level economic development. Most recently, he served as Business Finance Director at the Delaware Division of Small Business, where he helped oversee programs such as the Encouraging Development, Growth & Expansion (EDGE) program and the Delaware Site Readiness program.

In his new role, Harton said he aims to bring more state and federal resources to local businesses and communities in Sussex County.
“There are numerous programs out there to help businesses big and small grow and thrive. A big part of my job is going to be to help get the word out, as well as to provide technical assistance and guidance,” Harton said. “Sussex County is already a great place to do business. More people need to be made aware of what we have to offer here, which is a pro-business climate, a well-trained workforce, and an all-around beautiful place to call home.”
Harton will oversee the County’s economic development programs, including the ExciteSussex business incentive program, and will work with chambers of commerce, civic organizations, and prospective employers to promote job growth. He will also manage the Sussex County Kitchen Incubator, which supports emerging food-based entrepreneurs by offering commercial-grade kitchen space.
County Council President Douglas B. Hudson expressed appreciation for Pfaff’s contributions and optimism for future leadership.
“Bill has made Sussex County an indispensable part of the economic development conversation, and we can’t thank him enough. We now look to Andrew, with his vast contacts and hands-on experience, to carry us forward,” Hudson said. “With the experience and enthusiasm of people like them, it’s easy to see that Sussex County truly is business’ best friend.”
